Duty of Impartiality and Prohibition against giving legal advice
Tennessee law strictly prohibits Court Clerks and their staff from giving any legal advice. T.C.A. 23-3-102 and 23-3-103.

A court clerk May NOT make any recommendations about legal actions to take, or refrain from taking, interpret legal terminology, perform legal research, or comment on the likely outcome of actions.

If you are unclear on what action to take, you should seek the advice of an attorney. Clerks may not suggest or recommend an attorney. At all times clerks are to refrain from giving any advantage to one party over another.

Ex parte communications with Judges.
If you have a matter that will be heard by the court, Tennessee law strictly prohibits the Judge from speaking with you unless the other parties and their counsel are also present. Unless otherwise permitted by law, all parties or their attorneys must be included in communications with the Judge.

Supreme Court Rule 10, Canon 2.9 and Twenty-fourth Judicial Rule 6.07
